The OTT Music Copyright Countermeasures Council, which includes three domestic online video services (OTTs), including the Ministry of Culture, Sports and Tourism, the Ministry of Culture, Sports and Tourism, Watcha, and Teabing, continues to do legal workshops without finding a consensus.

The three OTT companies will have the fifth pleading date of cancellation of the amendment to the amendment to the music copy of the reference to the music copy of the music.

The three OTT companies have filed an administrative lawsuit to organize the OTT Music Cooperation and claim the revision. KT and LG U + have filed a separate administrative lawsuit to the Ministry of Education.

As the Ministry of Culture and Culture submits overseas research services for OTT copyright fees, the interpretation of the trial of the data is expected to be the biggest concern.

In the 4th pleading in March, the three OTTs demanded that the results of the survey of overseas markets related to the collection of overseas music costs, which were ordered by the Korea Copyright Commission, to be submitted. At the time, the court also agreed to review the report. Depending on the time and contents of the service in the relevant data, the basis for the revision of the copyright collection may be different.

The material was nine months after the revision of the music copyright collection. The Ministry of Culture and Tourism established the ‘Video Transmission Service’ clause in 2020 to set the rate of use of music work to 1.5%. However, the Ministry of Culture and Industry ordered the Korea Copyright Commission last August.

The three OTT company pointed out that the delayed order of research from the Ministry of Culture and Tourism is that the Ministry of Culture and Tourism disproved the poor overseas market research during the revision of copyright collection. An official from the OTT industry said, The Ministry of Culture and Tourism has approved the collection regulations in consideration of the rate of overseas usage, but it is questionable to approve the research service later.

The Ministry of Culture and Tourism argues that it was only a service to identify the latest industries. An official from the Ministry of Culture and Industry said, The service order is not related to the approval of the amendment of the collection regulations.
